Three of eBay’s Top Rated requirements are decided in the warehouse.
This is the requirement sellers most often think they meet. For Top Rated, eBay wants tracking uploaded within your stated handling time AND validated by the carrier, on at least 95% of transactions. A number entered into the order does not count on its own — the carrier has to acknowledge the parcel.

As published by eBay and checked in September 2026: no more than a 0.5% transaction defect rate, no more than 5 late shipments or 3% of transactions, at least 95% of transactions with tracking uploaded within handling time and validated by the carrier, and no more than 2 cases (or 0.3%) closed without seller resolution. eBay evaluates on the 20th of each month and status changes take effect on the 1st.
For Top Rated, eBay requires tracking uploaded within your stated handling time and validated by the carrier. A number entered against the order is not sufficient on its own — the carrier has to acknowledge the parcel. That makes it a dock process rather than a data-entry one, which is why a consistent scheduled carrier handoff matters more than occasional fast shipping.
Not on its own. eBay’s policy is that a high late shipment rate alone will not cause an account to be evaluated as Below Standard, but a low rate is required for Top Rated status. Transaction defect rate and cases closed without seller resolution are the metrics that decide Below Standard.
